Stormlord Title is Missing from the Title Selector

I have earned the Stormlord title through earning the acheivement "A Storm of Seals III" but it is not an option in the Title Selector on the Profile Tab of the Character Page.

I have talked to Jonathas NPC several times and each time he tells me I need to come back.

I have also completed "The Ruby Anchor" and Jonathas did give me the Maelstrom Escutheon.
