Question about locked servers..

So I have a character on Ragnorak and wish to make an alt, but it currently says:

"This World is not accepting any more new characters. You may either wait for the restriction to be lifted, or you may select another World"

How would I be able to see when this restriction will be lifted? My FC said I could try just sitting there and clicking refresh but is there any page/tracker that is up-to-date and shows what date/time the server will be available for character creation?

It only gets updated every 4-5 hours though.

Very early mornings on weekdays used to be the best time to sneak in new characters on overloaded servers.

Usually was a small window where you could get em made. Dont know how true that is now though.
