Could anyone possibly give me any idea why I am unable to purchase land in any of the residential districts? I'm at level 31, have completed the "Where the heart is" quests, I have plenty of gil. I have searched active help and journals but can find no reason I keep receiving the message "cannot execute command, you are unauthorized to purchase property." Would really appreciate some feedback!! Thanks!
he Free Company leader begins by selecting a plot of land and purchasing a permit with the gil required for the house. This allows them to build a house on this plot loots like you have to buy a permit first. source is http://www.ffxivinfo.com/content/player-housing.php
Do you own, or are you part of, a Free Company (a player Guild)? At the moment housing is only available for Free Companies and not individual players sadly, so you need to be a member of one in order to purchase a block. Also your Free Company has to be a certain Rank to unlock the ability to own land as well.
Personal housing is coming in the future though, so if you're after a personal house it might be better to hold off and wait til that happens.
Personal housing is coming in the 2.38 patch, which should be in the second half of September.
