Is it possible to add macro to crossbar or hotbar using /hotbar set or /chotbar set?
No, it's not. Would be nice if it were, though.
I don't see why they don't allow it. You can get the same effect by copying hotbars back and forth, it's just a lot of stupid work and resources (Well, resource: hot bar space).
I think the reason why they do not allow us to add macros to hotbars/crosshotbars from text commands is because they do not have fixed names (like any other text command equippable item).
They could use standards like "macro_01", "macro_02", etc... to solve this issue, but maybe it takes too many resources in their evaluation.
....otherwise they would have added it already for sure.

as a crafter would be very useful to exchange on the fly macros on the hotbar as well as actions in order to perform different rotations for different recipe difficuly
Macros have to have fixed names or there would be no way to call the macro programatically.
they should add a property (defaultName) to each macro and use that as name argument (a sort of ID unique to each macro and uneditable) for the text command. The problem might be that the current name should be used as a label of sorts.
Basically this would need a new property field each macro and this could be too heavy for the overall load of the system.
...of course this is just speculation from a sw developer point of view.

And so... there is no reason other than they don't want to allow macros to convenience the player. They want the game to be inconvenient and a fuss to play. The reason why /wait times we're made less precise is not because they were never a problem during the beta, but because it's "best for the current XIV" (but not best for it's players?). This reasoning is about as ambiguous as it gets. I don't think Hiroshi Minagawa spends enough time playing the game himself. If at all...
Personally, I like their macro policy in general. I can't stand games where you pretty much have to macro to perform at your best. I like that there's a trade-off here.
But this particular change, to me, doesn't go against their policy. And if they think it does, they're already violating that policy, because you can already get the same effect by copying hotbars with macros on them back and forth through /hotbar or /chotbar.
That's not to say I think they will implement this feature. I think they should, and I don't think it violates their policy. But I'd still be surprised if they added it.

There's a huge segment of players out there with limited hotbar space, and the ability to change macros with a macro liberates that space and does away with a lot of needless hotbar switching.
