[User Interface] Changes to NPC conversation Window and Use Item pop up

1. Problem: Please let us move or disable the NPC dialog window. The conversation is already visible in the log file. The Dialog pop-up is at a very awkward position (slightly left of center etc.).

1a. Add an option to turn off NPC dialog window.
1b. Make the dialog window moveable (saving it's position)


2. Problem: The "Use Item" pop-up window is fixed at the lower right. Currently there is no way to move it somewhere else.

2a. Make it moveable.
