Levequest 'I'd Rather Be Digging' is Missing?

This is a level 45 Blacksmith levequest from T'mokkri in the Drowning Wench in Limsa Lominsa. The objective is to turn in an Electrum Head Knife to Syele in Mor Dhona.

I am a level 45 Blacksmith and no, I didn't pick the quest up already and forget about it :) I've tried relogging and rebooting.

Why don't I have this quest? Does it have to be unlocked somehow? Am I bugged? I already have the items to get my BS to 50... I'm going to be very sad if I can't turn them in.

Did you unlock the leves at St Coinach's Find?
