[dev1032]Flurry still unable to be used in a BR

Flurry broken in Battle Regimen
Prior to patch 1.18 Flurry had to be activated after a successful Heavy Strike making it unable to be used in a BR. However that restriction was removed in the patch, and yet you still are unable to queue the ability.

Also please remove the MP cost on these abilities.
