Try the Coerthas Central Highlands - the whole zone is basically in the grip of an eternal winter and frequently has both 'snow' and 'blizzard' weather effects. Otherwise you could always wait four months to the Starlight Festival at Christmas time when snow weather is added to the three cities, but that's kind of a long shot. :p
