Dress Shoes from Limsa Lominsa

So in talking with an FC member I have the Dress Shoes you get from the Main Storyline quests in Limsa Lominsa. Are these exclusive to Limsa Lominsa starting players or is there a way for others to get them? The other person started as a CNJ if that matters. Thanks!

I think you get a different item based on your starting City-State. Mine was Ul'dah and I got a pair of earrings (Voice of the Just) from that Main Story quest.
