Story Quest "Influencing Inquisitors" Bug! Cannot talk to the required NPC

Class/Level: Bard lv 50
Party or solo: solo
Area and coordinates: Whitebrim Front 13x 15y
Steps:
I started this quest with questioning three people but when i got to the 4th NPC "Joellaut" I couldn\\'t complete the quest because the main quest sign won\\'t show on him and every time I try to interact with him nothing happenes.
I reported this bug three times before and it\\'s not fixed yet please fix it as soon as possible I would like to carry on with the main story.
