Mouseover Names

I'm one of those players finds the names add rather too much to the on-screen clutter, and generally keep them switched off.

However, being as the target indicator does not give all the information one gets from the overhead names, nor does it solve the issue of quickly finding out who said what with names switched off (and since we'll not be seeing chat bubbles for a very long while, if ever), what say to an option would display names over characters' heads when the mouse or targeting cursor is held over them, as in some other MMO's?

And, sorry, 'couldn't find a relevant dev' tag.. if someone knows what it is or can forward me to a more comprehensive list than the thread titles in the In Development subforum, I'd appreciate it.
