My wife is having issues making characters on hyperion even though the server isn't locked for character creation but it shows up grayed out when she goes to make the character.

I am also having this issue. Only the legacy servers are showing as grayed out but the site's list shows that they should be open.
The site updates only at the times listed. The server checks immediately. The server was fine at the last refresh time, but has since filled. This is the reason for both of you.
