Creating full alliance for raids/frontlines

Is there any timetable for when free companies will be able to form full alliances to run content as a full team? The ability to form alliances, even if only for linkshells and free companies, should have been implemented at the introduction of 24 man content. On tuesdays after reset, EVERYBODY wants to run Syrcus Tower. Im in a rather large FC easily capable of putting a full raid together. This would also be great for Frontlines pvp. Any word or insight about this???
