I thought it was a level 34 spell but I saw someone using it in their 20's in one of the dungeons I went in. How do I get access to it earlier? (I'm a Conjurer). Kind of a moot point now as I'm almost 34 but still I am wondering.

You can get it earlier for other classes if you have it unlocked for your conjurer through cross-class skills.
Cross class skills are not level restricted. Only the number of cross class skills you equip are level specific. However, for your conjurer, level syncing below 34 will gray out the skill.
Thanks - kinda strange but I guess that makes it easier for when I need to level the other classes.
