Control sounds of other players fighting next to you?

Hi, am I mistaken or there is no control of level of sound effects of people using weapon skill and enemies fighting back next to you?
It is very annoying when I'm fishing and someone comes over and starts fighting mob right next to you. It is very disruptive, plus I can barely hear the sound of fish pulling.
Can the Devs add a sound control for:

• Players outside Party
• Enemies and NPCs

I have Volume of Other PCs set to 3% - it works for people crafting next to me, but not fighting.
