Bugged Olgoi Khorkoi for me

The Olgoi Khorkoi fishing seems to be bugged for me.

I have been using the highest quality food ( Quiche and Salad) as well as both FC buffs for fishing and i have still had all the fish (about 30-40 Olgoi Khorkoi ) get away everytime. It seems very unlikely that over the course of a week or so that 40 get away 100% of the time. As of this post I am still trying so the amount is probably closer to 70.

Gathering: 349
Perception: 292

With Food and FC buff:
Gathering: 383 (Spinach), 359 (Landtrap)
Perception: 312 (Spinach), 321 (Landtrap)


I am currently geared with everything at max except for the Supra rod.
I was wondering if you could please help me understand why as I have seen other people catch it no problem with way less gathering than me.
