I can't get to Vesper bay because the ferry isn't running at the moment. I'm currently lvl 15 and have just finished "Victory in Peril". Do I need to do more of the main quest? Or is there another way to Vesper bay?

You're like... four main scenario quests away from taking a trip to the other two city-states & unlocking airship travel. Then you can hoof it from Ul'Dah to Vesper Bay.

And that ferry between Vesper Bay and Limsa Lominsa starts up at the same point when you get airship access. You'll travel by airship once to each city as part of the quest, but can thereafter take either airships or that ferry for a fee. (The ferry is a bit cheaper though.)
Another possibility is to join a Free Company who has a house in either the Goblet (Ul'dah) or the Lavender Beds (Gridania).
If that Free Company has placed a miniature aetheryte in their estate, you'll be able to teleport directly there from Limsa Lominsa even right at the start of the game as soon as you join (the option appears automatically in your teleport list), and hence just have to then head out to Ul'dah/Gridania and attune to the aethertyes there to access them whenever you feel like even before you've gained airship travel.
This also works in reverse for players who start in Ul'dah/Gridania and join a FC based in Mist (Limsa Lominsa) before they get their airship pass.
