Content Viability as We Go Forward

Just a curious question for someone at SE. As we move further on with the game is there any type of periodic review of content to ensure it still fits the needs of the game. Example, I am trying for promotion to Chief Sergeant in my GC. 1 of the requirements is to complete Dzemeal Darkhold. Even in its hayday the Darkhold was not a popular vacation spot in Eorzea. Now it is virtually impossible to get through DF. Is there a team at SE that reviews this type of thing to determine is the current requirements are still viable and if not let me recommend that 1 be established.

Awhile ago there was a post saying Yoshida would think about allowing players to enter dungeons with less players than normally required (the quote i'm thinking of was definitely not "I'm doing it" but rather an awareness of the request).

For content with extremely low queues adding in npc's, less player options, chocobos, that'd be neat. Another year from now some of those really low dungeons won't even be realistically queue-able by Healers and Tanks.
