So it has been a while since I have played Final Fantasy XIV. Took a break after two months but now since the game has had time to flourish I'd like to rejoin the community. In saying this I know that Japanese servers were the best latency for any Oceanic players and was wondering which server people have gravitated to.
I'm currently on Tonberry.

I'm not an Oceanic player myself, but from my understanding the "Oceanic servers" are Tonberry and Masamune. If you are looking for ppl to play with perhaps try posting on the servers' forums to look for a FC/ls?
I may not be learn-ed enuff. Im assuming by oceanic you mean new Zealand/Australia ish areas where the water flushes in the wrong direction? Im on a NA server but my FC seems to attract aussies and kiwis. That and most of us are night owls anyways so it works. But yea perhaps checking around on server forums if your looking for a oceanic heavy pop. :D
Tonberry is the most populated "Oceania" server (in that it has a large english speaking population) in the JP group. But this means that character creation is also restricted during peak times. I strongly advise against joining an NA / EU server because of sync/ping issues that become extremely important during endgame.

I'm currently on zodiark, but I think that due to the ping issues, i will move to Tonberry. I have been reading posts mentioning new zealand in them, and found out that the reason I always get hit even though I get out of the way, is because of ping and latency issues. What a pain, I already made some friends here. You might find me on tonberry soon :)
