Question about FC heirarchy & adding new ranks

I'm hoping someone can help me out with this situation. As we know, Free Companies start out with three ranks; I've renamed mine Captain, Commander, and Lieutenant. I've recently added a fourth rank, Ensign, which is where I'd like all new members to start at. However, the last couple people that were added to my FC came in at the rank of Lieutenant. Is there any way to get new recruits to start at Ensign instead? I feel a tad bit guilty about adding someone and immediately demoting them.
