Has anyone else had a problem with that step not showing up in the questlog nor Alphinaud being at the spot he is supposed to be according to the patch notes?
The previous step "Revolution" shows as completed in my log but I can't proceed further. In game support said they can't help and that I should ask other players if they had the same problem..

I got the same bug and cant get a solution
He should be on the steps of the Royal Promenade close to (though not directly next to) where you were when the cutscene for Revolution ended.
If you're looking at a database to get the coordinates for the quest, keep in mind that the Royal Promenade is on the upper level of the Steps of Thal directly above the Goldsmith's Guild so some incorrectly list his location as being at the Goldsmith's Guild.
