okay so i was tryng to pay for my friends monthly subcriptions so he could play with me but everytime we got an error and when i checked my account it charged 1$ everytime not 16$ and we tried 10 times so what can i do to make my buddy able to play

Buy a 60 day time card (~$30usd) on Amazon. Since it's prepaid it avoids a lot of problems with credit cards. One more thing, make sure the time card is the same region as your SE account since both are region locked.
