Just add sand & oil drop in each SCoB turns

At least this way the people who do the hard "end game" contents have better/equal rewards. There are people who never beat turn 5 and some who never cleared titan x yet they have very high item level because of the hunt which is not skill dependent it's mostly time dependent and that's fine.

Since SE doesn't really wanna do a REAL ADJUSTMENT to the hunt, how about making both sand & oil of time drops from t6-t9?

I'm... not following what you're saying here. Do you mean "make each turn drop 1 sand and 1 oil in addition to two gear pieces"?

yes that what I meant, or make t6 drop oil t7 drop sand, t8 and t9 drop both

it won't change anything, since hunts rewards you with oils and sands easily.

putting sands and oils in SCoB won't make more people do it.

And those who do it... I have a few spare sands in my inventory without enough ToS to use them lol.
