Changing name of sticky thread "Welcome to Forum: In-Game Bugs!"

There are so many people posting on "In-Game Bugs" forum without providing requested information, so moderators and/or readers waste their time asking for filling the template out.
I really don't know how to improve the system, but maybe it's time to change that "Welcome to Forum: In Game Bugs!" title to something that implies a forthright alert about that forum rules and not a warm welcome.
I know it may sound a puerile solution, but please, don't be rude... It's just annoying me... :mad:
