Bloodbath Recast time is still 60 seconds instead of 45 seconds

Attempted to use Bloodbath in battle and found that even though the tooltip says the recast time is 45 seconds it is still 60 seconds like before the 1.18 patch.

Based on the information you have given, it seems you were using the skill on archer and not marauder. Non native class skills incur a penalty to the recast use times and level of effectiveness. When used on marauder bloodbath is indeed 45 seconds recast while on any other class it would be 60 seconds I guess which is what should be expected.
