Regarding Character Creation Restrictions

Currently, the Character Creation Restrictions page shows Sargatanas (NA Legacy) as being open to character creation, however in-game it shows as not open. Is this an error in the client or incorrect information on the website?

I have been trying to make an alt character on Sargatanas and this is the first time in awhile that the server shows as open, but it's not. I also have friends who are intending to start playing sometime soon and will want to make a character on Sargatanas but will need accurate information from the website to know when they can create.

Please clarify this info? Thank you.

Can I please get some sort of info on this? My entire FC fell apart over rumors that Sargatanas is going to be closed and/or that the lack of influx of new players is making the server stagnant. The leadership completely abandoned Sargatanas, and others are doing the same.
