Party members not showing up in unit frame

Party or solo: Party? (I'm supposed to be in a party)

Area and coordinates: Tam-Tara Deepcroft (Hard)
Steps:
1. I queue up for Expert Roulette.
2. After queue plays "Withdraw the member" I zone in to an "In Progress" Tam-Tara (Hard) that had barely begun.
3. I notice no party unit frame, but there is a White Mage and a Bard present.
4. I also notice a lack of Limit Gauge bar.
5. I try to use party chat to say "hello" but received the error message that there is no party.
6. The Bard, White Mage, Paladin and myself are able to communicate via "Say".
7. We were able to complete the dungeon, but the White Mage couldn't cast Protect on the Paladin and myself. Luckily the Paladin had Protect.
8. Everybody got commendations! (Yay, I guess.)
