Yagrush
The i110 weapon Yagrush for some reason did not give the full 75 points to its secondary stats. With Pie+33, acc+9 and det+22, it only total up to 64 points. Isn't an i110 weapon, besides the pald one, have the 75 points? The blm weapon Laevatein have acc+44 and ssp+31, which total to 75 points and the bard weapon Rosenbogen have crit+31 and sksp+44, total 75. Why is se not giving the Yagrush the full 75 point? Could this be a possible bug or Yoshi just doesn't like whm?!?! =P

We got a very optimized weapon unlike a lot of others. If we had spell speed instead of DET we would've received the full 75 points.

The reason for this is mainly due to the nature of Piety. Piety is both a secondary stat and, in a way, a primary stat since it's the sister stat to Vitality. Because of this, it is usually limited on weapons due to it having a more potent effect than Spell Speed or Determination. Aside from Acc which is fixed on Healer weapons, the default for each weapon is 2 primary stats + 2 secondary stats.
Thyrus Novus bypasses this default because you are free to put any 2ndary stats you want, so unlike other Novus weapons, it's actually more worthwhile to upgrade relic for WHM due to superior stat composition. Of course it's much quicker, much cheaper, and much easier to go Yagrush, and those missing stat points won't make or break a fight, so in the end it doesn't matter.

I thought it was det that was weighted higher along secondary stats. At least, in the general 'ilvl vs. available allocation points' sense. Have I been misinformed?

Yes, det and piety are both weighted more heavily than other stats are. The novus weapons are an exception to how everything else work in that they seem to ignore this heavier weighting outside of the cap they put on the stat.
In other words, the Yagrush is just working like any other weapon that exists. The Thyrus Novus being able to get more stats total is the anomaly.
The accuracy on ilvl100+ healer gear also isn't counted towards their stat totals.
