Clear weather bug in Thanalan

Since 1.18 Thanalan clear weather is using an illumination way stronger than it should, to the point of being distorting character's textures. (Seems like all Thanalan weathers are kinda messy since patch ><)

Steps:
1: Wait clear weather start.
2: Move to an open area (where you can see the sky). The illumination coming from sun is way too strong, distorting textures and shadow effects.
