What does this mean in the config settings, and what happens when I lower or heighten it?

He talking about the config part in the gamepad.
its how sensitive the joystick is.
if you use an xbox controller you'll most likely be aware of the notorious design fault that is sticks to right or left in its default position, this tiny little direction can make your character run off wildy. Adjusting this setting higher (i think higher) will make it so you have to push the analog stick further out before your character turns in the direction and its not so sensitive.
similar for the back bumpers but not as important.
In simpler terms it increases the "dead zone" area, so controllers (notoriously dualshocks) wont register even if stuck off center (you keep moving even if your fingers are off the pad)
lol For the first week or so I was unaware of this setting and would totally rage every time my character decided she wanted to go running off without me telling her to. Then I found the setting and all was well in the universe.
