Regarding Actions Taken Against Illicit Activities (Jul. 15)
After the release of Patch 2.3, we have identified a number of players that have used illicit actions to complete certain content. On Jul. 14, 2014, 9 accounts that engaged in illicit activities have been given a temporary ban.
We will continue to take stringent disciplinary action against any accounts with confirmed involvement in illicit activity; players should take care to steer clear of any activity that violates the Terms of Service.
Players who discover any confirmed cheats should, under no circumstances, exploit or disseminate such information. Instead, we ask that players file a report by using the in-game command [System Menu] -> [Support Desk] -> [Contact Us] -> [Report Cheating].

Chances are it was people who were using the map add-on for xiv-app, or a standalone version, with it being 9 because they could only do anything about the ones that said in chat that they were using it.
