Every time they make pet changes they keep skipping this crucial bug.
Place/heel on EoS continues to burn the Whispering Dawn cooldown without actually using it.
All the other pet actions go into effect first, then goes on cooldown. But Whispering Dawn goes on cooldown first giving time for the effect to be interrupted by Place, Heel or another action.
