After completing about 5 quests the Deputy Post Moogle disappeared.
What was the last quest you did?
What carrier rank did you get from it?
There's only quests up to carrier level 8 so far, as far as I know, and as long as there are no quests to do, no deputy post moogle.
If you talk to a moogle mail moogle, that moogle may something along the lines of deputy post moogle appearing when there's more tasks for you to do.
