Hunting Permits

Make Elites like area leve quest you cant touch it unless you paid with a point, and to go further limit it to only that area.

Give like 10 permits a day to hunt. Once your permits are used up you can't hunt any more.

Limiting the number of hunts a player can do daily would definably help this issue.

"Sir, I'm gonna have to ask you to step off the chocobo."

This is an interesting idea. Hmmm, if you add this PLUS make the hunts spawn more often, you could have a fix. Though people who want to farm for seals would probably rage.
