The Coeurl ones are crafted by Leatherworker, though I don't know if anyone has found a Waterproof Cotton yet (the rare crafting material required for it). The other ones are NOT crafted. I have not seen them anywhere in the game yet. I suspect they are from the new rare treasure chests, but I have no idea.
Someone on Brynhildr said they got waterproof cotton from an unhidden map. Did one today and got a bunch of junk and some Soldiery.
