New Character Creation

Not sure if this is the right place for this thread (if it isn't tell me and I'll post where I should), but I have a friend who is new to the game and has been trying to make a character on Leviathan (where I play). When she first started the server was locked to new characters, but there have been a few times where the news post says its open (like right now) and she still can't.

She just started playing and is currently on the first 30 days, if that has anything to do with it.
