Why don't you wait till tomorrow when someone can actually experience the content and answer your question? Are you simply requesting speculation? What good would that do?
Does there have to be. I don't understand the FATE hate and I'm in the process of farming ATMA. If they renamed FATES local events and removed the circle I bet people wouldn't mind them as much. Does it matter how they spawn them. Is there a great difference if the mob spawns with a blue circle or just appears 'in the wild'.
No time limit for one. All he's saying is Marks follow the same rules as every other Over world mob. Anybody can swing and if you hit a certain threshold for dmg on them you get the
rewards also. Theses mobs won't be marked on the map like a fate. it's going to take players looking for them. Also I highly doubt they will always pop in the same place.

Yoshida actually said they will pop in a variety of different places (the same mark) so you can't just memorize where something spawns. So aside from reportedly unpredictable spawn points/ conditional spawning, no timer, no map indicator, and just technically not being FATEs, they are fairly similar to FATEs but they give much better rewards (at least categorically, the quantity might be terrible since there's no cap).
You earn a new flavor of lolgils and can buy fabulous end-game prizes with them.
Basically, FATEs but you have no idea where they are located untill you run into them. the NM's don't spawn in the same spot every time, so it will make it difficult for a zerging to happen ( at least for the first half of the fight lol). Or unless people start shouting IT'S HERE <pos> LOL.
Edit: Harder versions of FATEs without calling them FATEs.
