Shield lob bug

I have done the Gladiator quest for shield lob. It is in my actions & traits and placed on my bars. however any time i try and use it, "cannot use yet" is displayed. I have try changing gearset and relogging. These have not solve it. Thanks in advance
Update: Just unlocked shield bash and cannot use it either

...Are you wearing a shield in your offhand? You can't use Shield moves without it.

That might possibly help. Thanks. Im blaming the fact i was setting up for PS4 :P
