Can't find a quest The Rise and Fall of Gentlemen

I am trying to start my Gilgemesh chain but this quest doesn't exist. People in game haven't been able to help me either. I finished The Ultimate Weapon, and have no idea what I am missing to start the Manderville questline. I do not see the quest giver Wymond anywhere and the quest does not appear on my list of quests when I am in Steps of Nald.

Halp me!

In game support told me to ask this on the forums. So here it is. I have been asking people this for four days and nothing helps.
