Shield Lob and Shield Bash 'Cannot be used yet' on PS4

I got the PS4 Digital EU Version 4 days ago and I can't use 'Shield Lob and Shield Bash ' at all. I played the game since 1.0 and I have it on PC I play it everyday no problems and I am sure I did everything in game to solve this problem but with no luck.Therefore, I believe this is a bug.

You can see both skills is kinda dark which means they're not usable

Fix it please

Did you make sure you had a shield equipped? Silly question but it has happened.

I really don't remember putting it on.. will check
