Why can't i post in most of the forum sections?

Every time i try to start a new post,it tells me i've either reached my daily limit or my character is not a high enough level.

Since I haven't posted anything I'm assuming i didnt' reach my daily limit - and my main character is lvl 23 - how high a lvl do you have to be to post on here?

I wanted to ask a question about dungeons - halatali is listed as a lvl 20-23 dungeon but the quest giver for that quest requires you to be lvl 32 or higher to start the quest. Why would I need to be lvl 32 to start a lvl 20-23 dungeon?

edit: after i completed part of the main story quest, the quest to pick up the dungeon suddenly became available even though i hadn't leveled.

This is why. The reason for these restrictions is because back during the Beta test the Beta forum degenerated into a mass of spam and flaming, a lot of it instigated by a number of new players, and hence SE added similar restrictions on the Beta forum. I guess then so as to prevent that nonsense from ruining the official forum they decided to add it here.
