Private Chambers questions

I will strongly hope that SE will clarify about some grey lines about this feature:

1) As long as the FC master cannot kick the member owning a chamber, there are evil side effect to be addressed:
a) the member may just go inactive for eternity filling a place in the FC forever
b) a member can start trolling the FC chat, knowing well he cannot be kicked out
How do this will be handled?

2) Does chambers have an expiry timer if created but unused then?

3) If a member lose FC housing access, can still he access his chamber?
