Ability Page Scrolling

So prior to the patch, you could be in passive mode and use the down arrow key and it would scroll through the three ability pages. Now the down arrow key is used for targeting. Is there a way to remap this? It seems really cumbersome to have to use an ability to make your action bar active so that you can scroll through it. If it's not obvious, I'm pretty much a keyboard-exclusive player, and it's really bugging me. I don't remember this change being mentioned in the patch notes either.

Yes, please! It has become hugely difficult to perform actions now that I cannot reliably use the up and down keys to scroll between pages 1-3 of my action bar. What is the work around for this, or, is there a new method for scrolling through between action bar pages? I'm constantly having to escape out of my target and reselect it in order to get my action bar to respond to scrolling commands. Help!
