[PS4] Sharp Vision / Field Mastery not activating properly

I've been running into this bug while playing on PS4 lately. After opening a node to gather from and activating any of the Sharp Vision or Field Mastery abilities, you will not gain the buff or increased gathering rate until you gather at least 1 item. After that, it always activates as normal.

For example, I was just doing a leve on Miner. There was a 69% chance of gathering the item I was after, I used Sharp Vision III which should have boosted my gathering chance to 100% immediately, but it stayed at 69%, causing me to miss a gathering attempt. After that first swing, I received 100% gathering attempts. I know for a fact that it isn't lag, because I've waited up to 30 seconds on one occasion for the abilities to activate and they just don't - then clicking whatever item I'm attempting to gather, and I'll gather it right away.

With that out of the way, I had the same problem right at ps4 release, but it corrected itself somehow after a few days.
