Arcanist Shadow flare

Hi, I'm just wondering why the lvl 50 arcanist skill shadow is aoe damage over time where Lahabrea's shadow flare in praetorium is a aoe burst skill

I would guess because if it was a placed AoE effect like the version we use, nobody would stand in it. There are a few abilities like this throughout the game, one other example I can think of is Halatali HM, the Marauder enemy does a move simliar to the Warrior's Steel Cyclone w/ Homlgang (same effects, different name) and it does like several thousand damage, I want that version! xD

Or vice versa, in Hali HM the GLD mob does Circle of Scorn (named differently) but it has an AOE circle and a cast time....I DO NOT want that! ^.^
