Phoenix Downs not working, results in "Invalid Target" on use

Party/Solo: Solo

Steps:
- Target a dead guy, use a Phoenix Down
- Watch as "Invalid Target" pops up and nothing happens

Used to work regardless of class, and outside of party. I carried around a Phoenix Down so I could res people while I was on a DoL or non-healer class. But lately it hasn't worked, and just spams me with "Invalid Target" whenever I try.

I didn't initially report this as I figured maybe it had something to do with people being afk, but today I tried to res someone who was there & it still didn't work. I wasn't in combat either.
