Ok so I have a lvl 21 Thaum and a lvl 15 Archer, the twist is they are two different characters! Can I still get the BLM once I get my Thaum up to 30? Or do I have to turn him into in Archer and get him to 15. I am fine if that is what I have to do. Though I would prefer that I can just get my Thaum up to LVL 30 and get the BLM. If you could help me with this that would be awesome~!

You need to have both Level 30 THM and level 15 ARC in the -same- character to unlock BLM for the character. You are not required to complete quests up to that level for the secondary class however, just getting it to level 15 is enough to unlock the job.
As Kinnison already answered, you have to have both classes on same character. All jobs have two subclasses from which you can pick your additional abilities for the job. That's why it's a good idea to also level both subclasses as early as possible for the important abilities. For BLM your subclasses are Archer (needed to unlock the job) and Arcanist.
You will want at least Raging Strikes (level 4) and Quelling Strikes (level 34) from Archer. From Arcanist Virus (level 12) and Eye for an Eye (level 34) can be useful for your party.
