Hallowed Ground Not Obtained

Area and coordinates: Ul'dah - Steps of Thal -Hustings Strip (10-11)

After completion of the quest "Keeping The Oath" I only received the Gallant Surcoat reward. The ability Hallowed Ground was not given to me. My action bars were full. Now I do not have the ability, and the quest has been moved to the "completed" log. Hallowed Ground does not show up in my actions log either. I am hoping that the weekly reset tonight will give me the ability, however I do not know what else to do besides post here.

The Actions list is only for Gladiator abilities. For paladin abilities, go to the "Job" option in the actions & traits menu.
