Restrictions?

I know this has been talked about before in the early stages of the game launch. I was able to get a character on this world at like 5am about 8 days ago, and my friend made a character on it today around noon EST. My little brother just bought the game and was excited to play with me, but the Balmung server has a restriction. Does anyone know when it will be lifted, or if there is somewhere that I can check on when it's lifted. He's over here refreshing it every three minutes for about an hour, and all I can find is the main Server Status check list. Can someone please help?
