Target circle disabled every login

Steps:
I disabled the Target Circle on the Ground at release because I thought its ugly and I saw no use in it at this time.
Since I switched to Monk I see the use in this Feature and wanted to enable it again.
When I enable it the circle is visible again.
But after every logout the circle isn't visible again. Even that the Enable Target Circle box is checked.
I have to uncheck and check it so the Circle is visible again. Doing this every single update is kind of annoying.
